HV Operations Pty Ltd (HV Operations) provides notice of the publication of the final Public Environment Reports (PER) for Hunter Valley Operations North Continuation Project (EPBC No. 2025/10177) and Hunter Valley Operations South Continuation Project (EPBC No. 2025/10176) pursuant to Section 99(4) of the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).

Hunter Valley Operations (HVO), which is operated by HV Operations, is an existing multi-pit open cut mining complex, comprising two mining areas separated by the Hunter River – HVO South and HVO North. HVO is located at Lemington Road, Liddell, approximately 24 km north-west of Singleton in the Hunter Valley of NSW. Under existing NSW State approvals, mining is currently approved at HVO South and HVO North until March 2030 and December 2026, respectively.

HV Operations is seeking approval to continue mining operations at HVO South until the end of 2042 and has made a referral under the EPBC Act (EPBC No. 2025/10176) for the proposed action of the expansion of the existing open-cut coal mining activities at HVO South until 2042, including additional infrastructure and upgrades, and progressive rehabilitation.

HV Operations is seeking approval to continue mining operations at HVO North until the end of 2045 and has made a referral under the EPBC Act (EPBC No. 2025/10177) for the proposed action of the expansion of the existing open-cut coal mining activities at HVO North until 2045, including additional infrastructure and upgrades, and progressive rehabilitation.

Both HVO South and HVO North have been determined to be controlled actions under the EPBC Act requiring assessment by PER. The controlling provisions under the EPBC Act for both HVO South and HVO North are listed threatened species and communities (sections 18 and 18A) and a water resource, in relation to unconventional gas development and large coal mining development (sections 24D and 24E).

The final PERs for HVO South and HVO North can be viewed at no cost in hard copy from 1 October 2026 to 13 November 2026 at the following locations:
