HV Operations Pty Ltd (HV Operations) invites comment on the draft public environment reports for Hunter Valley Operations North Continuation Project (EPBC No. 2025/10177) and Hunter Valley Operations South Continuation Project (EPBC No. 2025/10176) pursuant to Section 98(1)(c) of the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).

Hunter Valley Operations (HVO) is an existing multi-pit open cut mining complex, comprising two mine sites separated by the Hunter River – HVO South and HVO North. HVO is located at Lemington Road, Liddell, approximately 24 km north-west of Singleton in the Hunter Valley of NSW.

Under existing approvals mining is currently approved at HVO South and HVO North until March 2030 and December 2026, respectively.

HV Operations proposes to continue mining at HVO to the end of 2042 and 2045 at HVO South and HVO North, respectively (the Project).

The continuation of mining will increase resource recovery from the existing operation, predominantly by mining through previously mined areas.

The Project is subject to two separate proposals to take an action under the EPBC Act:

  • HVO South – EPBC No. 2025/10176
  • HVO North – EPBC No. 2025/10177

HVO South and HVO North have been determined to be controlled actions requiring assessment by Public Environment Report (PER). The controlling provisions under the EPBC Act are listed threatened species and communities (section 18 and section 18A) and a water resource, in relation to unconventional gas development and large coal mining development (sections 24D and 24E).

The draft PER’s for HVO South and HVO North will be on display at no cost in hard copy for public comment for 30 business days from 5th May 2026 to 17th June 2026 at the following locations:

  • Singleton Library – 8-10 Queen Street, Singleton
  • Muswellbrook Library – 126 Bridge Street, Muswellbrook
  • State Library of NSW – 1 Shakespeare Place, Sydney
